Wrong time zone

I have a problem with automatic time zone setting.

I live in Ukraine:
Zone Name                Europe/Kiev

GMT Offset                 UTC + 02:00
But with automatic time zone setting, I have 1-hour difference.

Meizu M3S with the same sim card doesn't have this problem:
 
Of course, I can select time zone manually but in this case, I should time to time manually correct time (3-4 minutes difference after a month of use).
By the way, there is no Ukraine in the drop-down time zone list.
Is there a way to fix automatic time zone?
