Here's what you need to do and this is a guaranteed fix. I don't really know if there's a work around to this but after exhausting all other methods this worked for me.
1) Factory Reset your phone. Create a backup first.
2) After your phone switches back on again download the GMS installer from @arka1004 mediafire link.
3) Let it install the services and reboot phone after which you'll see the Play Store installed.
You'll need to install Gmail, YouTube, play music etc. Individually from the Play Store and that's it.
