Other Chinese brands have VoLTE band enabled on their low-end devices. Why has Meizu restricted these bands on its low end models?

Can any of the Meizu Administrators answer this query please. is there any technical reason holding back Meizu in implementing VoLTE in M2 and other entry level Meizu models. even 4000 rupees phones in India are having these feature enabled. Are we just paying for the outer looks of the phone?
