ton0aje： Find icon download (an apl not folder) on ur phone, open it and on the right above there's setting, click it.. Uncheck "download via wifi only".

Hey, try clearing data and cache of Download manager app and then try to download something with mobile data. On the notification bar, it will show an icon of download. Click on it and allow downloading with mobile data when prompted. This will fix the issue.
