Yes, charm blue 2and Meizu m2 both are same devices.

Meizu m2 device specially for global users and the charm blue 2 is specifically for Chinese users but internally both are same.

Charm blue as it is for Chinese users thus it's flyme version is fully packed up with Chinese contents also has great support for all parts of Chinese users, as in China there are also many languages just like here in India and also has a tracker tool that tracks their users (China govt rule) activity, so as a global users I will always recommend all even you to use only global recommended​ device and software, it is much safer than charm version.

But with some tweak you can make a charm device as a global device but for that you have to root the device then have to follow the steps of geeks fellow of xda and 4pda.ru and above that have to sacrifice your time on doing that which will not worthy if you are not a geeky user. So as a modest user use the device which is available globally to all and then enjoy.
