Very recently, two of my friend's devices got bugged by thia issue. One that got the issue earlier was very impatient to try solving the issue, so made a hard reset and cleared the issue. The second one was really patient and did every zillionth possible solution I offered.  Anyways the solution that clicked was an app from playstore ADWARE from KEERBY. This app brilliantly scans all the apps and shows the malicious applications that are installed along with the adware server or type of virus included in the apk package installed. Simply you can remove the app and hence the issue remains solved.
Now there is another case where, instead of a recently installed app, a native app(like the built in browser or sms app or mms service toolkit) gets corrupted toolkit and though you reset the phone popup ads never go away. Never saw a device facing this issue, except for reading on internet. If anyone has any new found solutions for these popup ads, please do comment.
