Just like to add for those who are using Flyme 4 Global, this can also be achieve by installing the Meizu App version 5 or higher and follow the same procedure once your device is rooted change the locale language and region on the build prop. The only downside is the built in SMS app will no longer work properly so the workaround is install another SMS app like Google Hangout or other. Tested it by my self.
