No, did not mean it is applicable to all networks.  It seems Vodacom South Africa has a inacurate time server or something as many people on that network reports that their phone clocks are 3 minutes fast if setto network time.  I am just wondering if this can affect GPS lock and navigation accuracy as my GPS now locks almost instantly after I corrected my M2 Note clock manually.
