Actually Meizu smartphones doesn't need that Volte feature to use it with jio sim. Use jio join app for making calls.

For Jio sim only data accessible as per now. Call and SMS can't send with Jio sim as it need volte support and other manufacturers also updated their Mobiles

Jio Sim works in Meizu M3 Note. If you are not getting VoLTE in your current ROM try to flash a Chinese A rom or beta rom. Follow the guide here. http://forum.flymeos.com/thread-7052-1-1.html
