for global users you need to design icons, walls and other elements and send them to meizu so that they put it in the theme store
for now its the way but chinese designers and developer's has access to flyme SDK the that lets you create them  | |

Currently, Global theme customisation options are very limited. Icons, wallpapers, etc. for example. All of these things can be easily changed with a third party launcher so it is useless to develop themese for global version of Flyme.
