How to deregister from user center in abnormal situations?

Flyme user center is registered with a email id and mobile number. Recently user center has been extended to the global version of Flyme. In smartphone we can bind the phone number to add an extra layer of security. If we try to bind the same number form a different phone, user center doesn't allow us the same number to be bound. It throws an error message "Number is already registered or bound".

My queries are -

1. Please explain the purpose of binding phone number with a specific device? What benefit the user will get out of it?

2. Consider some abnormal situations like the phone is phycally damaged , the phone is stolen etc. when and user can not logout of user center, how the user can deregister the phone number and log into a new device and bind with it?

I think it is a question in many users mind and some light on it would help us using the phone in a much better way.
