Hi all. To fix the issue you need to replace DownloadProvider and DownloadProvideUI with the same apks from your latest stable G/A.Use some root enabled explorer and set exactly the same permissions to the files and dirs. Reboot required. Then delete data of the Download provider using root enabled explorer. Without data cleanup Downloads will crash. Attached fix for G version:
