well it's because meizu is not certified google partner so meizu can't use google play service, you can check it at https://www.android.com/certified/partners/

the one way, is download google installer from 4pda （4pda only, or it will do not working）then click delete and then download, when it dowload reset device. Its not always work, but in times its really good way

Google services have some issues on A firmware but they still work. Please clear data and reflash your firmware then reinstall Google services using mobile data and you will be able to setup your Google account.
