Meizu devices are not certified by Google because Meizu has developed YUNOS due to ongoing partnership between Meizu and the online retail gaint Alibaba. Google certification is not available for Meizu devices hence you have to install GMS installer to install google apps and services.

No meizu devices are Google certified because of the deal with Alibaba to develop Yun os. Yun os is a fork of Google Android and which Google can't take it normally thus they uncertified meizu. Before meizu Acer was going to sign that deal but Google warned them and then meizu signed the deal.
