As it was written many times. Update will be released as soon as developers will handle all major and critical bugs.Is it a good idea after a gap  release a update with bugs and errors.
So please be patient.

Yeah but this is meizu's fault because they sell a phone with critical bugs and they continue to sell a product with critical bugs like network instability. So, stop saying stupid things. This situation is ridiculous, and also your answers. We don't care about critical bugs, like google play, because now the phone is unusable 'cause network error. So you have the duty to work hard for your customer to solve this situation NOW!!!

Guys, I rooted my m3 note, then changed the phone id to global, then flashed 5.1.3.3G and I lost the front camera. I gave up on the global rom and flashed 5.1.6.0A, rooted again and removed chinese bloat with titanium backup and finally I found out how to extract multilanguage package from the global rom 5.1.3.4G and installed it on the chinese and VOILAA I sort of have my own special "5.1.6.0G". To sum it up I debloated and added multilanguage support to the chinese version.

You will avoid many headaches if you do like I did instead of waiting for false hopes for a G ROM. remember that there are 3 kinds of m3 note - M681H/L681H(International) and M681Q(Chinese) - so if you have the chinese m681q you can forget about the global rom because if it is planned by meizu or flyme it will only be available for the international versions.
