No. It is the first iteration of Flyme 6. It has no link with the android version behind (it's based on Lollipop or Marshmallow depending on your device)

It's Beta old update only. For m3note is available release Android nougat for China version, Global version not release get.

No, it is based on Android 5.1 Android 7 is currently available only in Flyme 6 Public beta Chinese firmware.
