Free storage space depends on the firmware you are using. Some may take more space than others after flashing because of the changes in code but that is normal. Normally you will get 10-12GB usable space in 16GB devices. Also, you can try factory resetting the device after you Install the new firmware to make sure that no data is left on the phone.
