PPoE is a specification for connecting multiple computer users on an Ethernet local area network to a remote site so you need an Ethernet connection, multiple devices and a reason to use PPoE dial up otherwise it is useless for you. Same goes for VPN as you need login details for a private server, for which you either need to hire or buy a server.
