Hey, please go to Settings>Apps>All>Download Manager and clear it's cache and data. After that the downloads will start normally again.

You have to clear download manager's data not Downloads'. And after clearing download manager's data and cache try to download something, it will show reconnecting icon. Click on it and it will ask you if the file should be downloaded through mobile data. Click ok and the downloads will start.
