Yes ofcourse,  VoLTE is very much needed as of now in India,  as Reliance jio,  a Telecom operator provides 4g services with VoLTE enabled gives free calls and data till December 31st 2016 and even after that voice calls over 4g is free through out the lifetime. So VoLTE support is very much necessary

Now coming to support of VoLTE in meizu m3 note  :

     Hardware support : yes,  helio p10 supports VoLTE.
     software support   : yes in Chinese firmware,  but no in global firmware  which includes India..  I think it's very easy to do this.. Since  the Chinese firmware supports it.
